RUSSIA AND U.S.A.

ENDING OF RELATIONS

AMERICAN PROPOSAL THROWN OUT

REFUSAL IN HOUSE

(By Telegraph—Press Association —Copyright.) (Received February 9, 9 a.m.)

WASHINGTON, February 8. The House of Representatives twice refused to act towards ending relations between Russia and America.

It rejected by 108 votes to 105 an amendment to the State Department's Appropriation Bill withholding the funds for the salary of the Ambassador in Moscow, and by 93 votes to 38 an amendment prohibiting the State Department from maintaining an Embassy in Russia.

The Secretary of State, Mr. Cordell Hull, informed the Senate Foreign Relations Committee that the continuance of relations with the Soviet is "not wholly contingent" on the fulfilment of M. Litvinov's pledges preceding the United States recognition, and cited several occasions when the State Department had believed Russia was not fully meeting such obligations, including the holding of the Comintern congress in Moscow in 1935 and arrests of American citizens.
