Discussing the State Department'! financial needs for the next fiscal year, Mr. Cordell Hull advised the Housa sub-committee that "it now appears certain that the present strain and dangers may continue indefinitely."

Mr. Lawrence Duggan, chief of th« Latin-American Division, said:. "The war has increased the Department's task in South America where the European dictatorships are continuing to drive for influence.

"The European ambitions, are not only economic. They also have farintentioned political and military motives. Until the world becomes more stable and some countries discontinue their political and territorial ambitions it will be well to keep a very close tab on these activities."
