The newspaper "L'Ordre" sayt that ISfazi circles in Berlin, according to neutral sources, consider that the war is certain to degenerate into a war for oil. They »are preparing for an extension of military operations into the Caucasus; Irak, Iran* and Arabia. The "Excelsior" declares that re-, cent. Rumanian figures show that v while 83,000 tons of oil have been shipped to Germany, 293,000 tons have been shipped to other countries via Constanta, indicating thst Germany has no hope of dominating [the Rumanian oil market.
