: NEW YORK, January 26. The Washington correspondent of the "New York Times" says that the British Government so far has shipped 86 planes to Finland and is expected to ship more soon under an informal understanding by which Britain will release American-made planes on con? dition that the American manufacturers ship replacements-immediately. The priority of the British and French orders, apart from the question of " finance, has made it almost impossible for Finland to secure planes direct from the United States. C6incidentel with a most reliable report that Britain is considering a plan to absorb civilian supplies which Fnilaild would purchase with her new American credit of 30,000,000 dollars, thus ■allowing Finland to buy arms, the ''New'-'Yorlc Herald-Tribune" recalls that Government agencies in Washjng-

It says in an editorial: "If the Jesse James plan passes the Senate Foreign Helations Committee it will be a marvellous demonstration of the complete fatheadness into which the nation seems to be drifting regarding the most serious issues."

The "Herald-Tribune" adds: "If we are going to help Finland we should operate in a straightforward manner since there are no legal obstacles. If it is believed wise to aid the Finns nothing but phantoms will prevent us from doing it properly. Surely the time has arrived for the United States to act like a grown-up Power capable of defending her interests frankly."
