HELP INVITED
MINISTER IN AMERICA
NEW YORK, January 21
In a speech at Philadelphia which is interpreted as a clear invitation for the Government to back Finland, the Finnish Minister, M. Procope, declared that the urgent need was for air assistance beyond the generosity of the charity of individuals.
He added that Finland's fate was largely in the hands of the American nation. The Finns were suffering without complaint and holding the bridge between democracy and Communism. Though food relief was required, the greatest need was for aeroplanes, munitions, and arms, and money to. buy them.
