BALANCE OF POWER
POSSIBLE IMPORTANT CHANGE

LONDON, January 18
The Belgrade correspondent .of "The Times" states that authenticated reports that German troops have entered the southern part of Sovietised Poland have aroused the interest and apprehension of the Danube Powers.
It is widely believed that an important rearrangement of relations between Russia and Germany in this crea is imminent. Germany is reported to have agreed to assist the Finnish struggle, either in the form of expert advice or by more effective measures to prevent material from reaching the Finns, for which the Soviet Union would cede the oilbearing district south-east of Lwow, which reaches almost to the Rumanian frontier.
Such a development would change the balance of power in the Danubian and Balkan States overnight.
