They,'will not,: of course,; be: drafted to newly; commissioned ships, but after training will go to sea in-older ship&,where they will relieve moxe experienced men required .to man the new vessels. Though continuous service ratings will need to be enrolled every year*'so that there may be no shortage after the war. the bulk oi the additional personnel will be obtained under the. National Act for service .during hostilities. Under the Act, every man is entitled to state his preference / for naval servicey arid it may; be assumed, from the experience -"gained; that the Navy-will- gaiii a body of young men of a fine type.
