LONDON, Friday Night. ' The Belgian Foreign Minister broadcast to. the nation tonight.'..He recalled the desire of the Belgian Government to remain outside the present conflict, and stated that some people did not seem to appreciate the importance and difficulty of the task. He appealed to the population to be on their guard against imprudent acts which might involve Belgium in war.
