CREW REFUSE TO SAIL
NEW YORK. September 19,
Six merchantmen whose crews refused to- leave New York unless wartime concessions are granted are still held up and the stalemate continues. Sixty-one members of the crew of one ship have been charged with refusing to obey the master's orders. Two gave evidence that they believed the ship was loaded with some munitions,
