The Mandates Commission unanimously reported that the British White Paper policy in Palestine is not in accord with the Commission's interpretation of the mandate, chiefly in relation to Jewish immigration, the transfer of the land of Jewish settlers, and the subordination of the Jewish national home to an Arab majority.
