The special correspondent of "The Times" in Moscow, ra*»rding the impression made by Mr. Chamberlain's speech in the House of Commons on July 31, adds: "Matters have how got far enough to enable practical details to be discussed. We now have M. Molotov's Avord that the coming military mission'will enable the remaining divergencies of view to be eliminated, and it looks as if the Soviet at last is ready to be convinced."

Another message from Moscow states that Marshal Voroshilov, Minister of Defence, will conduct the staff talks, assisted by the Navy Commissar, M, Kuznetsov, the Chief of the Air Force, M. Loktionov, the Chief of Staff of the Army.M. Shaposhnikov. and M. Morevinov, adjutant. The Soviet regards the talks as most important, and the delegation will be responsible only to M. Stalin. The Soviet Press, however, published an article by Mr. Lloyd George attacking Mr. Chamberlain for not securing an agreement in Russia before making the guarantees to Poland, Rumania, and Greece.
