WASHINGTON, August 3

Germany's refusal to supply certain facts regarding her financial affairs has led the United Slates Government to order a public hearing on August 15 to decide if the Reich may float a 70,000,000-dollar bond issue in the United States.

The bonds are in lieu of interest on approximately 200.000,000 dollars' worth of debts owed to American interests, a substantial part cf which is in default.

One of the most important items of information refused was to what extent the German Government intends to buy up these bonds when their market quotation is low. The Securities Exchange Commission has issued a statement that-it feels it must protect the public interest under the law.

The German Embassy, in a statement, said that the demands for information were such that "no sovereign Government" could submit to them.
