The Tass neAvs agency says it is officially stated that the British formula of indirect aggression, leaving a loophole for an aggressor nation, is tlie real reason for the delay in the negotiations. It denies Mr. Butler's statementin the House of Commons lhat the main question is the independence of the Baltic States and Britain's disinclination to trespass on that independence, and adds that Mr. Butler distorted the Soviet attitude, because both sides are agreed in respect to the independence of the Baltic States. The main radio station in Moscoav extended its neAvs service in order to broadcast Mr. Chamberlain's speech and announce the names of the members of the British naval and military mission.
The negotiators on behalf of Britain, France, and the Soviet met and discussed the subject of indirect aggression. It is indicated that they do not expect the early signing of a pact.
