SUCCESS OF NEGOTIATIONS
MESSAGE TO M. STALIN
(Received July 18, 12.45 p.m.) WARSAW, July 17. The newspaper "Kurjer Warszawski" reports that M. Umansky, Soviet Ambassador in Washington, arrived ia Moscow today, conveying President Roosevelt's personal,wish to M. Stalin for success of the talks with Britain and France.
