PARIS, July 17. The last of the foreigners to leave the South Tyrol declare that there is no doubt that the notices to quit were due to German and Italian fears that they might foment increasing indignation among the Tyrolese against their removal to the Reich.
It is also believed that vital war industries will be started in the Tyrol because of its inaccessibility for aeroplanes. The territory may be fortified to prevent the advance of a French army in wartime.
