POINTS CLARIFIED

LONDON, July 13
The "Daily Express" says that new instructions to bring the negotiations to a speedy conclusion have been sent to the Ambassador in Moscow, ' Sir William Seeds. The position was reviewed by Cabinet yesterday, and the Ministers concluded that if the new instructions do not produce an agreement within a reasonable time it would be useless to pursue the negotiations.
"The Times" says that a long and complicated communication which has been sent to Sir William Seed's contains no new nstructions but merely clarifies points previously 'iscussed in the negotiations for a security pact.
