The Prime Minister, Mr. Neville Chamberlain, announced in the House of Commons that it had been decided to send a representative of the Foreign Office to Moscow to give the British Ambassador full information concerning the Government's attitude on all outstanding points, in the negotiations for a security agreement. * j5 "In the last exchange of views, he said, "general agreement on the main objects was attained. We have satisfied the Soviet that Britain is prepared to conclude an agreement on the basis of full reciprocity and is ready immediately and without reserve to join with France in giving Russia full military support in the event of aggression involving hostilities with a European Power." It was possible to imagine various cases, he said, in which any of the three Governments might feel its security was menaced by the actions of other European Powers, and it was hoped that it would be possible to find a formula acceptable to all three, so as to ensure co-operation. "It is manifestly impossible to impose guarantees to certain States which do not desire them, on the ground that it would compromise their strict neutrality. It is hoped that no difficulties will stand in the way of giving the greatest effect to mutual support against aggression," Mr. Chamberlain said.
