OUTLINED BY GANDHI
END TO CIVIL DISOBEDIENCE

LONDON, June 5,
The Bombay correspondent of "The Times" says that Mahatma Gandhi has enunciated a new policy for dealing with Indian States. It embraces indefinite suspension of mass civil disobedience, honourable negotiations with the authorities, and a lowering of the pitch of the immediate demands.
"The Times" declares the declaration as of paramount importance, and says it means a return to the former Congress policy of non-intervention and a triumph for the reason and common sense of Gandhi's attitude.
