THE VOLUNTARY SYSTEM
(British Official Wireless.) RUGBY, April 26. It is estimated that the actual number of men to be obtained under the conscription measure will be 200,000. It is pointed out that the new arrangement is not undertaken in substitution for the voluntary system, but rather as a supplementary assurance that the men required will be available. ! Men between the ages of 20 and 21 now attested in ■ the Territorial force will probably remain in that force, but a final decision on this matter is awaited. The calling-up of men will begin as soon as the Bill is passed.
