9 ' REPORTED NEGOTIATIONS

LONDON, April 10;

Reports are circulating in Dublin, says the correspondent of the "Sunday Times," that important negotiations to terminate the partition problem are in progress. Oflieial and semi-official groups in Eire, Ulster, Britain, and the United States are reported to be involved and Mr. de Valera's visit to President Roosevelt is expected to influence the negotiations. It is stated that Mr. Roosevelt is anxious for. a final solution of the Irish problem because it would greatly impress the large Irish population in the United States.

One report says that a solution enabling a united Ireland's external association with the British Empire would result in the armed forces of the United States receiving certain accommodation in Ireland in war-time. Ireland would receive guarantees of safety from both Britain and the United States.
