ROOSEVELT'S APPEAL
NOT TO BE EXTENDED TO JAPAN WASHINGTON, April 19. The White House denies Tokio Press reports that President Roosevelt is contemplating an appeal to the Japanese Government similar to those to He'rr Hitler and Signor Mussolini. "It is without foundation or fact," it was stated.
