FULL REVISION

NUMEROUS AMENDMENTS

The City Solicitor, Mr. J. O'Shea, placed before the City Council last night the draft of the amended and consolidated traffic bylaws. Though the draft was a sizeable document, repeating as it did thes whole of the provisions of the present bylaws, the important amendments weu.e not many. The main alteratipns to which Mr. JO'Shea called attention included;

• Pistlnction is made between public and private ' stands for licensed vehicles. This has become advisable since the wide use'of company stands.

Provision Is made for each licensed passenger vehicle to bear a number assigned to it when licensed, to avoid unnecessary work jn the investigating of complaints. . ;

Power is given drivers of licensed Vehicles to refuse to carry intoxicated persons. :

Licensed passenger vehicles are not to be occupied unless engaged; the purpose of this clause-is to prevent the use of vehicles for undesirable'purposes, such as gambling.

The hirer of a vehicle is in future to be notified of the vehicle's arrival before waiting' time can be charged.

A taxi proprietor is not to t?e the holder of a private-hire licence. Not more than forty-eight licences are to be issued at a lee of £2,

A new clause has bee» inserted for the control of traffic by lights at places other than intersections, to ensure adequate control on th<3 Customhouse Quay crossing, and to provide for the adoption of the English practice of using traffic lights where part of a street is barricaded off.

Pedestrian crossings are to be kept clear, of vehicles, •

Provision is made for the working of loading zones, the establishment of which should, in particular, enable lorry drivers unloading heavy loads to draw up their vehicles within reasonable distance of their points of delivery without double-banking.

Parking beside tram routes is prohibited.

Drivers of motor vehicles are not to leave them unless due precautions have been taken to ensure that they will not move.

The new bylaw will set out in five schedules streets in which parking is restricted or prohibited.

The City Solicitor mentioned that the control of vehicles in the vicinity of dance halls was being considered by the Police and Transport Departments, and that legislation would probably be brought down to deal with the question generally, , .

The bylaw will come before the council for confirmation in six weeks' time.
