"When the King-is at war the whole Empire is at war, and consequently Canada cannot declare neutrality in the event of a European war involving Britain," said Mr. W. F. O'Connor, Senate counsel, in a report, which had been requested by the Upper Chamber, on the British North America Act, which established Canada. "The King's personality is indivisible.
