The Secretary of the Treasury, JtrHenry Morgenthau, disclosed today that the Treasury, with President Roosevelt's approval, was earnestly studying a co-operative programme with the Treasuries. of the South and Central American countries in an effort to make available adequate ex« change facilities and otherwise to stimulate trade.
He indicated that the programme might include loans which would require Congressional approval.
