The Secretary for the Dominions and the Colonies, Mr. Malcolm Mac Donald, speaking in the House of Commons, said that in accordance with decisions of the Imperial Conference the Governments of the Dominions were constantly informed by telegraph of the Government's foreign policy and the information at its disposal.

As an illustration of the development of the system, 398 circular telegrams dealing with foreign affairs had been sent to the Dominions during 1938, of which there were 150 in September.

He added, that no action was taken without consultation with the Dominions where consultations would be proper.
