CZECH NOTE TO U.S.A.
ARBITRATION ASKED
IF NEGOTIATIONS FAILED
WASHINGTON, September 29
A Czech Note to President Roosevelt, a United Press correspondent states, expresses readiness to cede to Germany territory containing more than 50 per cent, of German inhabitants, to settle the whole prpblem by December 15; or, possibly, October 31, and to permit control of the disputed area by an international commission and gradual occupation by British troops before cession tb Germany. Czechoslovakia agrees to demobilisation and -revision of its treaty system. The Czechs, however, do not agree to the evacuation of the territory, demobilisation, or the abandonment v of fortification before -. the new border line is determined,.exchange of populations is guaranteed, and a new'system of international of the nation's independence is assured. The Czechs also do not agree to a plebiscite in regions having a majority of Czech population. - / The Note, asks President Roosevelt to arbitrate/ should negotiations fail.
Messages approving of President Roosevelt's appeal to Herr Hitler poured in all day from the Governments of many countries, including Australia.
