RIGHT TO DETERMINE
United Press Association—By Electric Telegraph—Copyright. (Received September 30, 1 p.m.) GENEVA, September 29. At a meeting of the political committee of the League M. Litvinov (Russia), referring to the application by Spain to the Council to send a League committee to note the withdrawal" of foreign volunteers from Republican Spain, made an appeal for the granting of the request in order to clear the international atmosphere of its accumulated hypocrisy and lies. "At this very moment, perhaps," continued M. Litvinov, "Herr Hitler and Signor Mussolini are imposing their will on the democracies. Italy and Germany, while demanding selfdetermination for the Sudeten Germans, have denied the Spanish people the right to deteitnine their own destiny." « The committee adopted the suggestion of Mr. R. A. Butler (Britain) to refer Spain's request to the Council.
