REPORTED PLAN
BASIS OF DISCUSSION
APPROVAL BY CZECHS WITH RESERVATIONS

LONDON, September 29. The diplomatic correspondent of the "Daily Mail" learns that the plan discussed was set out in Notes sent by Mr. Chamberlain on September 28 to Czechoslovakia, to Herr Hitler, and to Rome, and accepted by the Czechs with certain reservations. The plan provides:— (1) That the Germans shall occupy the Asch and Eger areas on October 1. (2) that an international commission, probably under the chairmanship of Lord Runciman, shall be set up to delimit the areas to be ceded to Germany, to study economic features, and to decide what material goods are to be handed over; (3) that the areas ceded shall be divisible into two parts, the first to be handed over on October 15 and the second on October 31. (4) that an international military force consisting probably of British, Italian, Belgian, and »Dutch troops shall police the area flm protect the Czechs while the Czechs withdraw their mobile frontier defences; (5) that after October 31 the areas where plebiscites are to be held shall be considered, as these are under Czech sovereignty and it is impossible to send there armed foreign troops for police purposes. This will probably be done by a civilian corps, the British Legion being most likely; (6) that the new frontiers shall be guaranteed by France, Britain, Italy, and Germany, France and Britain guaranteeing to Germany that the Czechs will carry out their part of the Franco-British agreement. Information made available to the foreign Press at Munich stated:—"lt is said that the agreement does not contain provision for a corridor through Moravia to the German language enclaves. In place of a plebiscite in the purely German districts, adjustment through a commission may be provided for. It is reported that plebiscites will be held in the mixed language districts. It is reported from Czech official circles in Prague that the Government, before the Munich conference, agreed to further concessions as follows:—The Czech Government is prepared to cede to Germany all territories containing over 50 per cent, of German inhabitants and asks for itself only frontiers of such a kind as will make the new Czech State capable of existence and defence. The Government has agreed to time limits for the final settlemfent. It is * proposed that all arrangements be carried out by October 15, but that an agreed settlement shall be possible by October 31. It agrees to supervision by an international commission and the British Legion. It agrees to negotiations regarding the mobilisation and recall of its troops and to revision of its system of treaties, but in die interests of its own defence and that of the Czech democratic and German minorities and the Jews in the ceded territory it cannot evacuate, demobilise, or abandon the fortifications before the delimitation of the frontiers, before guarantee of exchange of population, and before an assurance of a new system of international
