MUNICH CONFERNCE

OccuDation of Sudstcnlsind

CONDUCT OF PLEBISCITES • ■

Control By Foreign Forces

It is reported unofiiualiy' that the conference at Munich between Herr Hitler, Signor Mussolini, Mr. Neville Chamberlain, and M. Daladier has resulted in an agreement concerning procedure to be adopted in settlement of the Sudetenland dispute. N A German spokesman announced that the conference had agreed to the main essentials and that only technical difficulties were outstanding*. He said that the object was to achieve the aims of the conference in Czechoslovakia without violence or bloodshed. He added that one of the difficulties was the getting of details of the plan, including the area to be evacuated, to Prague soon enough to enable the Czechs to carry out the plan by October 1. If the plan was acceptable maps and details would probably be handed to the Czech Ministers in London and Berlin for transmission to Prague. He announced that the conference would reassemble at 10 p.m. to sign an agreement, and that they would probably adjourn at 11 p.m. He added that the German occupation of the Sudetenland would begin on October 1, probably along the entire border, but to an inconsiderable depth. He said that the occupation of the predominantly German zone would be gradually completed by October 10 up to the line of demarcation shown on maps which had already been handed to the Czechs' representatives for transmission to Prague. The agreement provided for plebiscites of the Polish and Hungarian minorities, as well as the German, on a date which he was unable to reveal. Germany, with other would guarantee the Czech frontiers. It is stated that the information from the German spokesman is not to be regarded as an official communique. Reports are current that a shallow area of Sudeten territory is to be evacuated by the Czechs and occupied by German troops on October 3. Within a week thereafter territory is to be designated in which a plebiscite is to be held under the control of British, French, and Italian troops. According to Italian circles, the second phase of occupation of the predominantly German districts would be by British, French, and Italian troops. Information made available to the foreign Press states: "It is reported in an official communique that the result of the conference will be released shortly after midnight. It is said that it will contain provisions for the evacuation, in stages extending over seven to ten days, beginning on October 1, of the Sudeten territory by the Czechs, it is expected in single stages. The opinion is widespread that the Poles and the Hungarians will receive territories without a plebiscite." It was stated that Mr. Chamberlain received Czech representatives during an interval of the conference, but that it was not known how the Czechs would react to the agreement of the big Powers.
