WASHINGTON, September 27.
The State Department today cabled all American Consuls to amend thecertificates for west-bound liners to enable them to carry increased numbers of passengers. The Maritime Commission has prepared marine mobilisation, plans to evacuate 115,000 Americans ia Europe if war breaks out.
The chairman of • the commission, Rear-Admiral Land, said that virtually every ship flying.the American flag could be requisitioned. He added that the first and second classes "of the U5 ships now laid up could be returned; to service <"at a' reasonably low cost and with considerable rapidity."
New York theatre traffic was jammed in Times Square, Broadway, tonight.
