REFUGEES PROPOSAL
RECEPTION BY POWERS

LONDON, March 25.
The Government is urgently ■ and sympathetically considering the proposal by the United States in respect to Austrian and German refugees.
An early favourable response is expected from France. Switzerland is expected to agree, but a reliable source in Rome indicates that Italy's reply will be "negative." It is believed that Sign or Mussolini chiefly fears that a favourable reply would .offend Herr Hitler.
