MR. R. A. BUTLER AS UNDER-SECRETARY

It is officially announced that Lord Halifax has been appointed Foreign Secretary and Mr. R. A. Butler Under-Secretary. Mr. A. T. Lennox-Boyd succeeds Mr. Butler as Parliamentary Secretary of Labour. The Prime Minister (Mr. Neville Chamberlain) will be responsible for all major aspects of foreign affairs debates and questions in the House of Commons.
