NEW YORK, January 8.

Intention to negotiate a trade agreement with the United Kingdom is formally announced by the Secretary of State. Mr. Cordell Hull, says the Washington correspondent of the "New York Times."

The United Kingdom will act for. itself, Newfoundland, and the colonial Empire.

It is believed that the broad principles of the proposed agreement have already been settled, and only detailed discussions on rates with British exparts who may arrive early in February remain.

The proposed agreement is the climax to two years' quiet, informal discussions and explorations.

The correspondent concludes: "It took time to break down extreme protectionism in England. The process was aided by the Dominions' scepticism regarding the Ottawa agreements, displayed through the Empire Conference last year. Officials here ridicule German and other -misgivings that economic rapprochement means the beginning of a stand by the democracies against the rest of the world, and point out that President Roosevelt and Mr. Hull worked for five years to promote world trade and that British participation in such promotion is most natural."

Mr. Hull has issued a list of 1000 products on which the United States will consider allowing concessions to the United Kingdom. He has added a warning, however, that the list is only for consideration.
