BARCELONA, December 19.

The Government forces claim to have completely surrounded Teruel. They have sent an ultimatum to civilians to leave immediately. They demand that combatants should lay down arms.

LONDON, December 18.

The Republicans have completely surrounded the city of Teruel. They captured insurgent trenches in the cemetery on the outskirts of the city.

A "Times" cablegram reports that the Barcelona correspondent of "The Times" says 200 insurgent prisoners, guns, and material were captured, and as many killed in the Republican offensive on Teruel.
