Lord McGowan, who is president of the National Safety First Association, was speaking in London at the Safety First Congress, which 700 delegates attended. He said that research work into safety problems had not gone deep enough. It would be wise to consider whether the endowment of a Chair would be practicable or desirable. A travelling scholarship might be an experiment worth trying, and if the idea was acceptable it would receive the practical support of his association. "The exuberance of youth," he said, "is a dominant factor in all kinds of accidents, and. some kind of specific training at a\ impressionable ago is necessary; We must never rest until every adult person regards himself as having his own part to play in preventing the tragic waste and suffering among young children."
