COMMERCIAL AND NAVAL SHIPBUILDING (British Official Wireless.) (Received October 9, 11.15 a.m.) RUGBY, October 8. The Secretary for Scotland, Mr. Walter Elliot, speaking at Glasgow, said that 480,000 tons of commercial ships are under construction on the Clyde, in addition to the great programme of Admiralty work, comprising two battleships, four cruisers, \sixteen destroyers, and other vessels., This Admiralty work, he said, represented only onethird of the commercial tonnage being built on. the Clyde. v
