Sir Frederick Phillips, one of the Under-Secretaries at the British Treasury, who is spending a holiday in Canada, will visit the United States before returning to England, and during his visit will have talks with the Secretary of the Treasury, Mr. H. Morgenthau. '

It is stated in official quarters in London that there is no question of opening negotiations or discussions. The visit is regarded as mainly for the purpose of establishing personal contacts.

A Washington Press message attributes a statement to Mr. Morgehthau that he has no intention of discussing war debts with Sir Frederick Phillips.
