"The Minister is to be congratulated on accepting the recommendation' of the representatives of the Chamber of Commerce, the Citizens' Employment Committee, and the V.M.C.A. It has repeatedly been pointed out by direct representation and through the Press that the payment of sustenance to youths is demoralising, and as far as the majority of the recipients of such sustenance are concerned,> mean a waste of public money.- Now that this money is applied for this purpose, it should be a great incentive to the youths to apply themselves to the arts and crafts available, thereby making themselves more useful and valuable citizens. The Government, the employers' representatives, and the workers' representatives have deme their job, and done it well, and it is now up to the employers to get behind the scheme and avail themselves of this special provision in the interests of the country as a whole."
