Accorded a reception rivalling anything Signor Mussolini has experienced in Italy, the Chancellor of Germany, Herr Hitler, arrived by air for the congress of the Nazi Party, and landed amid roars of cheering from the populace lining the streets behind the ranks of armed guards. Carillons of church bells and fanfares of trumpets added to the joyous clamour.

Low-flying bombing planes make conversation and telephoning inaudible, and drown even th« grumblings of foreign journalists, who are expected to pay £1 a night for twin bed accommodation with utter strangers in a second-rate hotel.

The congress is ostensibly devoted, to German Labour, but gives the impression of an armed camp. Th« civilian population is submerged to the point of invisibility. All the hotel accommodation has been commandeered, commandants replacing the managers. The gates of the city are closed to strangers without permits.

The streets resound to the tramp of brown-clad columns, gay with. ribbon» and banners, and are resonant with drum beats.

The cost of the congress is estimated at £1,000,000.

A building scheme to be completed by 1943 has been launched outside the town. It involves marble and granite architecture, a sacred grove, a colossal" fountain, Martian fields, and the world's greatest parade ground, surrounded by towers 85ft high.

Six hundred thousand people will participate in the final rally.
