(British Official Wireless.) (Received September 8, 11.20 a.m.) KUGBY, September 7. No official statement on the interim reply of the Japanese Government to the British Note on the wounding of I Sir Hughe Knatchbull-Hugessen will be made before the final reply from Tokio, which it is expected will not be long delayed, has been received. It is understood, however, that the terms of the interim reply, had they1 been the Japanese Government's last word, would in no sense be regarded as satisfactory in London.

The interim reply is under consideration at the Foreign Office. The Note states that investigations into the incident are still being made at Shanghai, and that meanwhile full responsibility is not accepted. A further Note is expected shortly.
