PACIFIC COAST WATERSIDE DISPUTE ' SAN FRANCISCO, Sept. 4. The congestion of the docks owing to the dispute between the longshoremen and the teamsters is arousing grave alarm. The teamsters announce that the present embargo will be extended tr. Oakland on Wednesday. - Mr. David Beck, international president of the teamsters' organisation, sdd that they are prepared to place an embargo on eyerVi port on the west coast unless the longshoremen withdraw. / - ,
