LONDON, September 3.
The diplomatic correspondent of the "Daily ',■ Telegraph" says that the British anti-submarine plans are still confidential, but it is believed that they include provision -for a joint international convoy and also an invitation to all the Mediterranean Powers to register publicly anil seclude in their own dockyards all their submarines,' after which every submarine found in the Mediterranean/shall be sunk at sight.'
