L'nited Press Association—By Electric Telegraph—Copyright. ■ (Received July 30, 12.30, p.m.)", LONDON, July 29. .: Twenty-two replies to the request of the Non-Intervention: Committee for a.clear indication of the Governments' views'on the British proposals for restoration of the frontier control of Spain, withdrawal of volunteers, and conditional recognition of belligerent rights had been received at the end of this afternoon by the Committee's Secretariat, leaving five replies still required. , The Chairman's Sub-Committee will meet? tomorrow afternoon to : consider,the replies. ' :•■ . It is -understood that Italy and Germany..';accept the- proposals, except, the suggestion that belligerent rights shall not be granted until volunteers are substantially .withdrawn. The Russian reply accepts the majority of the proposals, hut insists on the,-^withdrawal of Moroccan troops afiid opposes at present the granting -of belligerent rights. At Vajehcia the Foreign Minister, Senor Gifal, told foreign journalists •' that the Valencia Government supr.; ported the; withdrawal of. foreign volunteers, but that the present British planj?iyas'inadequate .as it only provided,for the withdrawal of com-, batants who were the- subjects of of Governments adhering to the' Non Pact. The Sultan of Morocco had not signed .tha pact, but Moors ought to be considered nonSpanish (combatants. , -He vigorously protested i against granting'the insur-' gents belligerent rights, declaring that such a step was entirely unacceptableto the Spanish Government. , .--..■■,'.:
