' :•■ . It is -understood that Italy and Germany..';accept the- proposals, except, the suggestion that belligerent rights shall not be granted until volunteers are substantially .withdrawn. At Vajehcia the Foreign Minister, Senor Gifal, told foreign journalists •' that the Valencia Government supr.; ported the; withdrawal of. foreign volunteers, but that the present British planj?iyas'inadequate .as it only provided,for the withdrawal of com-, batants who were the- subjects of of Governments adhering to the' Non Pact.
