The Mayor and city councillors will have no. part in• interfering with officers of the. City Councilwho are engaged in seeing that.city rules and bylaws are'properly observed, said Mr. Hislop : at the social, evening given by, the city fraffle inspectors. last evening. Frequently, said ,Mr. Hislop, people wrote or called and said.that they had had a ticket placed on their, cars,, and invariably he replied, that, that, was-;.a matter entirely for'those whose duty it was to see that, 'the bylaws wera observed. -.■ . ■ % . "I want you all to knew that we will back you up to the full.and that. wa will not interfere in any way with the activities .of your ..department," said Mr., Hislop. "I think that it. is utterly wrong that the administrative body, which deals with the question, of policy, should be asked to interfere'wi'tli these who are carrying out the details of the policy. I want you; "to know that you can go 'forward under your own department to require the observance of bylaws laid down.by'the council. I know that you; will not take the slightest notice i?f those windy individuals who come along and make noises—and that, after all, is probably the best way to describe them." . "
