RIGHTS

A suggestion published this morn* ing that the British-Government im tends to grant belligerent rights when Parliament has adjourned for th» summer recess is emphatically deniea in London official quarters. Tl|: British plan visualises the conditional granting of belligerent right* only when arrangements for the withdrawal of foreign nationals are working satisfactorily and have in fact made substantial progress. That is and \yillj remain the British Government's stand* point.
