SUITABLE BASIS FOR DISCUSSION

LONDON, July 15. It is officially intimated in Berlin that the British proposals for restoring international supervision in Spain are regarded as forming a suitable basis for discussion. The impartiality of the British proposals must make it difficult for any Government to refuse to treat on such a basis, says the diplomatic correspondent of "The Times." The British Government is not likely to be over sanguine, but at least it will not expect them to be rejected out of hand, he | adds. The Rome correspondent of the "Morning Post" says that newspapers have been forbidden to comment on the British proposals pending an offij cial examination.
The French Government, according to the Paris correspondent of the "News Chronicle," considers that the British plan unduly favours the Italian and German viewpoints. The French view is that belligerent rights should be granted only after all foreigners have been withdrawn from Spain. '
