REPORTED GERMAN ULTIMATUM
LEIPZIG INCIDENT MAY FORM EXCUSE

LONDON, June 22,
The Foreign Secretary (Mr. Eden) met the French, German, and Italian Ambassadors concerning the alleged attempt in Spanish waters to torpedo the German cruiser Leipzig, which it is feared at Whitehall may be used by Germany as an excuse for a final rupture with the Non-Intervention Committee. The German Ambassador (Herr yon Ribbentrop) is reported to have delivered a virtual ultimatum. The fall of Bilbao, the French political crisis, and the internal difficulties in Russia are believed to have strengthened. the hands of extremists.
