United Press Association— By Electric Telegraph—Copyrlsht. (Received June 23, 2 p.m.) LONDON, June 22. The "News Chronicle" says that M. Joseph Stalin has issued a memorandum on the subject of the execution of eight generals on June 12, explaining his action by contending that the purge has increased Russia's value as an ally, strengthened the Soviet, and left the moral of the Red Army unshaken. He. states: "The executed men were not charged with treason in the vulgar sense but desired to wreck Russia's alliance with bourgeois Governments. Their political conception would have resulted in the downfall of Soviet Russia. The men were traitors, therefore I struck." Referring to doubts of the genuine-1 ness of the "confessions" M. Stalin declares that the readiness of the generals to confess cannot be understood by those who are ignorant of Slav psychology.
