APPEAL TO YOUTH
BALDWIN SPEAKS OUT
GOVERNORS OF FUTURE

LONDON, May 18.
"I have had my hour and will pass soon into the shade, but life lies .before you like a boundless ocean," Mr. Stanley Baldwin (Prime Minister) told a huge gathering of Empire youth at the Albert Hall. "The nations of the world are seeking the best form of Government, and therefore I am appealing to : you to take an interest in that question. It will be a big problem for the next quarter of a century; it will be a problem for the Governments and you are the governors of ,the future. We vest in you the duty of guarding what is worth while in our heritage and' traditions. CALL FOR LEADERSHIP. "Courage, discipline, and efficiency are as essential to democracy as to dictatorship. Democracy is crying out for leadership. In the next generation it may well be that you will have to save democracy from itself." Mr. Baldwin continued significantly: "This is the last speech I shall make before a great audience 'as Prime Minister,' and I proclaim my faith in an Empire which neither deifies the State nor its rulers. . ■ DOCTRINE OF DIVINE RIGHT. "The old doctrine of the Divine right of kings is gone, but we have no intention of replacing it with a new.doctrine o£ the Divine right of States. The King and Queen are the servants of the sovereign people. c "The brotherhood of man is. often denied and derided, but we shall find no rest until we acknowledge it as the ultimate wisdom.' That is the message I have tried to deliver as Prime Minister, and I can_think of nobetter message to give you." The Duke of Gloucester paid a surprise visit to the rally, and said: "I bring their Majesties' best wishes."
