' INSTRUCTION FOR GERMAN OFFICIALS

BERLIN, May 3.
To enable them to make contact with the ordinary people and understand problems of the land, the Minister of Propaganda, Dr. Goebbels, has instructed all the high officials of the Propaganda Department to do two months' manual labour in factories and on roads and farms.
